Datamines reveal that he's going to be at the upcoming Resort level. Who knows; he might end up being one of the Providence members/partners.

Fairly sure that the canon way 47 completes every mission is in either Silent Assassin or Sniper Assassin (neither allowing civ kills).
So they could make him a target, besides they've reused npc's between maps like Hector Delgado being in both Miami and Santa Fortuna, the guitarist on Bankok being in Miami, the Shiek being in Paris and Miami, Blake Dexters brother being in Hokkaido and Isle of Sgail, you get the point.

She's been there since Hitman (2016). On the terrace outside the auction when Dalia goes for a drink, she stops to chat with Andrea Martinez. Andrea expresses an interest in additional intel specific to DEA agents, names, times, places and Dalia says she will be able to provide it. Andrea ends the conversation with "Rico Delgado would like to marrry you" to which Dalia responds with something like "Which brother is that, the handsome one or the crazy one?"

You might not have noticed her because she is dressed very much like a Paris socialite and not in her Santa Fortuna outfit. I'll see if I can find a screenshot.

I probably didn't notice her because I payed no attention to anyone on that balcony.

I definitely knew there were references to Hitman 2 targets in Hitman 2016 such as Alma being mentioned by some npc's on Colorado (I believe it's the limping guy and his buddy, if not it's in that area) but I wasn't aware that any actually showed up. That's interesting to know I'll have to go see this myself.

She's either really pale or using makeup to appear pale as a disguise. But the basic face model is likely the same, the nose shape and the mole on her nose are the same.

On Hokkaido there's an entire story line devoted to him, you use his outfit to infiltrate the hospital and is an easy method for obtaining a doctor or surgeon disguise. If you walk near him in your normal clothes he even follows you around shouting at you, you strip him and takes even the bandages and you'll see his face.

Beyond that on Hokkaido he's mentioned by several people as well as the announcements asking him to come in for his checkup, you either leave him alone to do that himself or you dress as him and take the checkup in his place.

Beyond that he's mentioned several times in conversations on other maps, the most recent notable one being in the Bank, one of the bank patrons mentions Portman while he attempts to get the attention of the reporter Ruby who wrote an article about him, he says something like "Jason Portman must hate you" for the piece she wrote

Many in-game celebrity get name dropped or show up in passing radio or TV spots. I think there's an entire music video from The Class that plays in Hawkes Bay on the TV, pretty sure it's this one:

If this is the case it could make for a very interesting mission as the whole point of him is the he had his face changed to look like Helmut Kruger, who 47 looks almost identical to.
47 looking exactly like the target would lead to some very interesting opportunities.
