Siberia - Riot never escalates

I've only had it escalate once and not again.

If it doesn't escalate, I can't get the guard away from that center room above the square fenced yard and get a hidden kill.

It only worked once but I was just starting and didn't know the mission very well.

I left the warden alive because I assume he has to escalate it but he's not doing it. He repeatedly runs up to that room and talks but nothing happens and he goes back down again.

Shoot out the control panel for each gate to spread the riot. There are also piles of petrol cans near certain buildings you can shoot to start fires and some locks you can shoot out to further spread the riot.

With the main Building with the star above the door there is a gate to the left you want to shoot to let the prisoners in to set the building on fire.

Ah.. control panels!! That's what I'm missing.

Thank you!! Instead of shooting that guard on the gangway to start the riot. I shoot the petrol in the truck off to the right to do it.

I'll redo and make sure I get those control gates.

I still have issues with that target in the center tower. How do I make him go down?

If you want to kill him in an accident: shoot the beer bottle to make his friend leave, then shoot the lock when he's alone and rioters will burn the tower. This will also hide his body.
If you just want him gone, shoot the beer bottle and shoot him when it's safe.

Huh, wasn't aware shooting the beer bottle made him leave. I always shot out the electrical panel on the tower which makes him go down to check it then shot the lock out.
