It's never slowed time.
And IIRC they removed it and then patched back in but slightly nerfed, right? Or is it working like day 1?
Can't say I've really used it much before or after though to say whether it was nerfed or not, can't say I remember seeing any mentions or complaints about it being nerfed though.
It's too bad they took it away (or didn't implement it), as it was a big tease then, to read somewhere that the pistol would Slow Time ("like the Sniper Rifle")... that was the whole reason why I went for the Unlock... ah well
There is still a slight difference.
Holding SHIFT, the crosshairs come closer together neeaaarrrrly touching - and it is more accurate - none of that "Hitman 200x Shoot Into The Sky Above Where You Aimed" with this fella, it puts the shot right where you want it.
I did a quick Comparison to the 'regular' ICA pistol, the regular one still shoots a bit above and below where there crosshairs are (about 7 body lengths away), whereas the Silverballa put it right on the mark, not higher/lower. Niiiice.

It's never said that it slows time with shift. The two effects literally have different names and descriptions
The snipers that slow time have "marksman" and the description tells you that it slows time
Silverballers have "steady aim" and have never had "marksman"
Two other weapons had steady aim removed and were never given it back even after the silver ballers were fixed. Which is really dumb because now we have yet another smg and an assault rifle that are just reskins instead of being unique
Are you using the silverballer?
Did you change the keybind?
