Is t he starter pack for 11 euros worth it ? I am just not necessarily willing to pay 60 euros for a game from 2018 at the moment, would the starter pack that offers me miami be worth it ? I mean miami is a big city.

It is not the actual Miami, but it is set in a place at Miami... It depends on how much you like to play a level again and again to try different options, but if you were to just play it once, I'd say wait for a sale.

EDIT: The stage is somewhat big and offers lots of choises, but it still depends on how much you would like to play the same stage...

If you enjoy stealth and puzzle games it's absolutely worth it. You can always download the free prologue if you're unsure as to whether or not you'll enjoy the game.

The Miami pack, if you enjoy the game, is well worth it. It's only 1 map but it can easily give you tens of hours worth of content alone.
The map isn't the city of Miami, it's only a racing event and research building, however it is quite sizeable and has a great many different opportunities and paths to follow. The single map alone has a lot of replay value as there are half a hundred different ways to take out your target, not to mention the contracts mode which can have you going after any npc on the map as your target.

The Steam Summer Sale will be starting the 25th, so you can always just download the free prologue now and see whether or not you enjoy the game itself on the free maps, then buy the Miami Pack for cheaper during the sale (or even the full standard edition if it goes low enough for you) if you do enjoy it.

The Starter Pack is free

The Miami Pack is $12

The other 4 locations (The Miami Pack upgrade) are also $12 each ($48 for the upgrade)

If you have that, the GOTY Legacy Pack is 6 more locations for $20

Some of them are one time only events, some are seasonal. The longer you wait, the more you miss

If you'd actually read the entire post you might have realized he's talking about the Miami Pack (just using the wrong name)
