elusive target etta davis
Hey i just played this mission for the first time but i couldnt find her.

Can she be in the school or in the building where the swedish guy is too? those are the only places where i havent looked.

I watched a youtube video and in the video she was on the roof of one of the houses near an entrance to the school area and 3 guards at the entrance but i was already there and there was nobody, no guards and no etta.

Maybe a bug?

She starts on the roof, then she walks in a circle around the market where all the street shops are

Within a minute or two of starting she starts wandering in a circle in the market area with a small group of guards.

She should start in the headmasters house/carpet store which is between the normal start location and the school. Take left on starting and you'll run right into it.

There should be a large amount of guards both inside and outside the building, not allowing you to go in.
If not, under normal circumstances there's 2 chatting civilians outside and the headmaster on the roof.

As said before, after a few minutes she starts wandering the market with 2 guards behind her. You could climb the lamp shop or wait at the cafe and spy her eventually.
