Indeed, this just looks like a normal tropical storm, it doesn't even grow to hurricane levels
The storm is unnecessary. Why did they add this?
What is the purpose of the storm to the gameplay?
Just enjoying the lovely SUNSHINE vacation. Suddenly the storm came.
The relaxing vacation atmosphere is ruined. The whole map is ruined.
When the storm came, I just want to exit the mission as fast as possible.
Just remove the storm please.
Alright then, what's the purpose of the sunshine to gameplay?
It creates variety and changes how you perceive the level entirely. No longer do you see it as this relaxing, vibrant area but instead a dark, depressing area that you're not used to, as a result you start to see these areas differently. The atmosphere changes and so does the mood and tension.
I thought the storm was a great touch in my opinion.

Now I think the dark and depressing atmosphere is much better than sunshine. Yes I love the tension now.

So I wouldn't put it too far out of the realms of possibity.
Haha yeah this guy was in a pool right next to the ocean when the storm was hitting hard and he goes "ahhh this is the life" or something like that.
But I 100% agree that the blue shift lighting change when the bad weather hits is in need of tweaking. (Also, the HDR effect [not the HDR setting for monitors] overall is completely unrealistic. Smoother, faster adjustment to changing lighting would be nice.)
Edit: ...and this is using the reduced bloom mod. Dynamic lighting effects needn't be SO dynamic.
