It's bigger because you need to download that new maps.
If they have to change something like.. an existing suit.. but all of the suits are only in one 'folder'.. Than Steam has the developers update the entire folder.
Haven looks like it could reasonably be 2.5GB, special assignments is probably the reason listed above tho
I swear, the Patient Zero campaign is smaller than these two missions.
I think their website said the update wasn't as big for PC players.
The reason why the special assignment pack is that big is because, for some reason, the devs have made them as 2 new levels instead of re-using the existing levels.
Just a note, but the sizes listed on the website you quoted are not accurate for PC
Version 2.60.0 of the game was 130.4 gb (prior to today), after release of Haven and the Special Assignments Pack the full install size of the game in version 2.70.1 is now 148.5 gb.
The game is 18 gb larger with Haven Island and Special Assignment 2 both installed
That 2.5 was likely supposed to be a 12.5 and I don't feel like uninstalling a bunch of pieces to try and sort out what else may have changed to come up with the total gb amount changed per piece
