Huh? Isn't that the point of content packs? more content? Also, this would have nothing to do with actual development effort, as it would be handled by a completely different team, a different starting point would be like a really expansive mod, not changing gameplay functionality.

Agreed. Could have sworn that was one of the goals why Paradox Thalassic was established - to handle extra content while the main dev team continues on improving gameplay. If Total War: Rome II can have the free Imperator Augustus Campaign Pack, it ain't a stretch to hope Imperator: Rome can get at least one more starting point.
