You need to wait. In early-game you can raise only one or even no legion at all. But you dont need them at start, just build your empire slowly but surely and wait until you can recruit legions. the more advanced you get, the more legions you can raise and the better the army gets. There is no real limit to cohorts; only limits are your money and manpower.
Also, you have some control over levies; even though it is more indirect. The basic composition can be influenced by integrationg other cultures.
The control may not be as direct as before the patch, and you have to gewt used to it. But give it more time; it is shocking in the start, but after some time you will get used to it, and see its strength. I get your point, but dont make a too quick judgement. I have the feeling that most of the complaints are because you dont fully understand the game mechanics; take your time to understand the new mechanics better.

It is you who don't understand the mechanics because you played Rome-like nation only. Minor nations can't raise legions before they become a great powers and enact law reform.
Start a game as Ancona or Tarrentum and you will know what he is talking about. You won't be able to wait long enough. He also forgot to mention a stupid idea of not being able to change generals for levies (as if they were not useless enough).

After update 2.0 (several games played as Ancona and Tarrentum):
1. In order to have troops you need population (to get levies).
2. In order to have population you need troops (to conquer population).
3. In order to conquer population without having levies you can hire mercenaries.
4. In order to hire mercenaries you need money.
5. In order to have money to hire mercenaries to conquer more population because you have to low population to use levies you need population.
6. In order to have more troops without levies from population or money for mercenaries from population you can hire legions.
7. In order to hire legions you need a special law.
8. To enact this special law you have to be considered a great power.
9. To be considered a great power you need more land and to get more land you need more troops, and to get more troops you need more population.

Conclusion: if you have to low population you have a very good chance never to get it high enough to survive and be conquered by somebody who starts with a high population.

Ps. "Raise your army"? Sounds like a really bad joke...
