If you are not using mods then try to Verify Integrity.
If you are using a mod changes the height map and let the author know.
I think i found the source of the issue,but i dont know how to fix it. packed_heightmap.bmp seems to have been causing it,because i deleted it accidentally and loaded up the game just to see what'd happen,and the glitch was gone,instead what should've been land turn into the sea but with a lighter shade than the actual sea.

the only solution i can think of would just be getting somebody elses file for this,but i doubt that'd even be possible since you're literally spreading files from a game that has copyright and whatnot
Just reinstall the game.
