With Victoria 2 being main focus point diplomacy (in the big broad sense)
and is way too complex, for most people to understand or even enjoy.
CK2 is about Characters that leads nations, the main focus is on Dynasty and Lineage.
If you want a smooth also very deep system with Characters and Dynasty CK2 that smoothly leads a NATION is the best on the market.
Imperator Rome is about Nations represented with Characters (who you shouldn't have attachement too, even if all the options give you false readings)
Imperator rome is very complex and delves way deeper into Micromanagement system of any of those 3 games you mention. with everything included.
If you want to learn a complex games with a lot of actions and deep micromanagement system, Imperator Rome will fill that itch, if you look at Characters as Population leaders.
Anyway for 18 bucks for everything, I didn't complain at all for the price spent and couple of days of testing it all out.
But I am biased, Crusader Kings character system is what grows on me. so my suggestion is biased.
That being said of the 3 imo vic2 is the hardest to learn/understand.
Imperator can be slightly challenging if you start a with a minor but mostly as you reach regional power you kinda steamroll and becomes the easiest of the 3 games to paint the map.
