That would be a thing for modding, there isnt any kind of map-editor or the like in the game

reeee i wish they had a map editor.. but how do i learn how to make a map?
Edit the files in steamapps\common\ImperatorRome\game\map_data (you can use "browse game files" in Steam to find root folder)

Most importantly you have provinces.png and definition.csv; the latter defines pixel colors i.e. RGB of which pixels belong to what provinces (open it in e.g. Notepad++).

In addition you have various additional images like heightmap.png that is a grayscale height where the pixel value basically specifies altitude above sea level.

There are some files I can't immediately tell you about, but you can probably get started on the straightforward files and find information online about the more esoteric ones.

The bigger project is modding the rest of the game setup to make use of the changed provinces. So it's probably better to learn about how to make new countries etc. first.

If you've never used graphics tools and text editors before it will be a bit of a learning curve but absolutely doable as it's nothing advanced. I was modding EU2 when I was 12 years old and it's easier these days.

PS. You probably want to look up mod folders eventually to isolate your work from standard game files.

PS2. Absolutely 100% guaranteed there are better guides than my brief text here. I just want to nudge you over the threshold and get started. :-)
