Best usage for extra money income?

New to the game and trying to understand the best way to spend my money assuming I have extra in the treasury and have a money surplus coming in. What do people focus on with the money. I understand military is probably #1? but maybe not.

Mercenaries, buildings and cities. Also have a good bank for random events.

It can be a little unintuitive when first looking for where to do this;

When you click on a territory, you should see all the stats of it and where you can construct buildings right? Right above those 3 tabs is a picture banner. All the way on the right hand side of that banner is a clickable. Click that, and it should expand it outwards - if you have atleast 250 gold and .. I think 50 PI, depending on your government type, you should see the 3rd banner from the right look like a bunch of huts. Click that. if it is grayed out, you don't have enough - hover over that to see what it costs for you.

Wonders are the best use of excess money IMHO.
