Hellenistic Empire mission not working

Playing as Argead Empire trying to complete the Hellenistic Empire mission tree. Currently, I fulfill all conditions for "Alexandros in Egypt" except for the Hemhem Crown of Egypt. The mission requirement says: "Treasure in Argead Empire". Apparently this has not been accomplished even though the treasure is in fact in Memphis, a province which I own. I even made my God of Culture Ptah to have the crown as an artifact in my pantheon, but the mission still did not recognize it.

The game is semi-broken. Usually I have to start a new game after running into a problem like this.

It has SOME mods, and a few of therm are less buggy.
