So you have to integrate a Celtic/Iberic/Germanic culture first, or more easily Egyptian. You'll probably need at least 500 pops of that culture. Then you can aim for the North African military tradition tree.
To fasten the process, have legions and train them, have a good Tribune of the Soldiers with high martial skill and a high war exhaustion to get a massive % bonus. You can unlock traditions pretty fast (every 80-100 months if you max everything).
Beware with the war exhaustion, you should consider having a high stability and a high happiness to counter its effects. High stability can be hard to get as you need to be constantly at war to increase your war exhaustion, meaning a probably high aggressive expansion that plunders stability.
Is it Vanilla or Invictus? Because rules are different
So its kinda crucial to unlock greece very early on.
Greece can unlock levantine, wich in turn can unlock northern african.
Punic as a culture is a bit of a joker, since they count for unlocking levantine as well as northern african.
Then the only ones you miss are barbarian, persian and indian.
Barbarian can be unlocked from romes own italic tree, having enough pops shouldn't be a problem. Persian can be unlocked from greek, wich should also not be a problem even if you missed it earlier from southern italian greeks, if you integrate macedon culture. By the time you conquer the east the Diadochi should have assimilated enough pops into that.
Only one possibly a bit tricky is getting enough ppl of persian culture-groups, but if you are a bit lucky one of the northern rider-tribes will have managed to build a big enough empire.
Unlocking indian should then not be too difficult since the Maurya might be in eternal civil wars but usually retain a big enough pop-count so that you get the needed number.
Those are the two techs you can unlock either the greek-trees or the barbarian-trees with.
2. Those techs list what you need. They name a number of culture groups.
What you need is to integrate (give citizens rights to) a culture from any of those groups that count a number of pops equaling 25% of your roman (your main culture) pops, capping at 500 pops (so you never need more then 500 pops of the integrated culture no matter how many pops of your main-culture you have)
Its important to note that you need ONE culture with that number of pops. So if you need 200 pops you need to integrate ONE culture of wich you have 200 pops in your realm, integrating like 3 who have 100, 50 and 50 wouldn't work.
3. unlock the embrace-influence tech while you fullfill the pop-requirement.
That pop-requirement is why I said to concentrate on greek influence early on since there are the italiotic and siciliotic cultures in southern italy, both are hellenic but they don't have THAT many pops, so its best to try and unlock greek-influence early on when you don't have that many roman pops so you can hit the 25% of roman pops requirement with a relatively low number of either italiotic or sicilote pops.
