Simply put Invictus, it is the game in a very wide breadth with only a few changes to give more of a simulation feel to cities and towns.

Much better? Maybe but many more bugs too, the 'invictus' mod has a 24 pages long list of bugs

fallen empires if you want some replayability. More aggressive ai. no cheating ai also. removes their huge loyalty buff. fallen empires comes with bloodlines, better ui 2.0, and biiger government. so you dontt need those two with fallen empires.
