There are quite a few character events, but they aren't nearly as personal as CK. They're more political, someone wants an office, this guy wants to change a law, that sort of thing.
I tend to play republics, and when I do I really do not give much of a ♥♥♥♥ about the characters because my ruler family/dynasty changes constantly. It's more about trying to ferment a healthy ruling class (when it comes to characters) than taking care of specific individuals (unless those individuals start becoming too big for their britches).
I'd say the only characters really worth getting invested in are the ones with genetic blood traids (blood of the argeads, etc.). If you can get those into your dynasty as a monarchy, or into a ruling family as a republic (or get him set up as a dictator and transition into a dictatorship), then it will benefit you the entire game.
