City is not upgrading to Metropolis? HELP!

My capital city Sparta, is not upgrading to Metropolis, "Sparta gets Metropolis Under Construction Until ""DATE THAT ALWAYS GOES UP""". Literally the construction won't even start, maybe is a mod conflict? I don't know, help.

What mods you have? Cause that could always be an issue, but if it does not affect anything like cities/metropolises, it is not the issue. I have not looked too deep into the cost, but is there maybe, idk, a money issue? Population maybe going below 80 if that can cause it? Hard to really tell without anything.

I am using 4 mods, 1 is the lucky nation button, 2 is the Spartan Monarchy the 3rd is one that changes the Spartan color and the last one is just a mod for the greek models.

Not used any of those mods, but is the Spartan Monarchy one up to date? 88% sure it is not the issue, even if out of date, but you never know. Does it mess with those mechanics, like buildings and such?

I had the same issue and I don't use any mods. I actually did get the benefits of a metropolis, but it's still in the state that the OP describes, and the tooltip on the map also still refers to it as a "city". Just one more thing in the game that's kinda three quarters done.

I will have to look at it next time I play, as I never truly have read the tool tips and stuff it has.
