Also, try sieging down a city with your ruler, you'll see 3 options, one lets you occupy peacefuly, one lets your men sack the territory and the last one tries to kill as much as possible, and gives you the most gold.
What could be happening is:
A) The province population is so low, maybe a single pop, that any occupation will take it away as a slave and leave it empty
B) Your generals are chosing to sack/slaughter the people, killing too many pops and leaving them empty, you can't chose for your other generals.
Don't integrated cultures change their cultures? Like, if as the Romans I integrate some Hebrews, don't they also become Roman similar to how religious conversion would work? I'm really not sure.
Also, as tribals, I don't have generals, but I've been attacking with my leader's army (and the other clan chiefs with their armies, but mine's biggest and so should be leading) and don't get the option for how to handle the settlement after.
