Population and Levies
I'm a bit confused on two points. One, I started the game in Ireland (or what will eventually be so) with 4 levies. Despite conquering almost everyone and more than doubling my total (integrated) population, I still have 4 levies. I thought levies were based on population? Why aren't they increasing?

The other problem is, half the time, winning a siege wipes out a territory and makes it uninhabited. Is there any way to avoid doing this? It's making it very difficult to expand when I have to move a bunch of pops over to recolonize places I've conquered, then rebuild the buildings that got destroyed.

Are they all slaves? I don't think slaves count for army sizes, think it's just freemen and citizens isn't it?

Also, try sieging down a city with your ruler, you'll see 3 options, one lets you occupy peacefuly, one lets your men sack the territory and the last one tries to kill as much as possible, and gives you the most gold.

What could be happening is:
A) The province population is so low, maybe a single pop, that any occupation will take it away as a slave and leave it empty
B) Your generals are chosing to sack/slaughter the people, killing too many pops and leaving them empty, you can't chose for your other generals.

4 levies per region is the minimum, even if you just control 1 territory

From what I understand the levies are based on the population of primary/intergrated cultures. If you assimilate all the pops to your primary or integrated cultures they'll count towards the levies. (As a side note the different cultures will provide different levies or I might be imagining that last part and it's a regional thing.)

Don't integrated cultures change their cultures? Like, if as the Romans I integrate some Hebrews, don't they also become Roman similar to how religious conversion would work? I'm really not sure.

I have over 9 non-slave population of my culture. How many pop make 1 levy? The minimum makes sense why it would take a while to gain some.

Also, as tribals, I don't have generals, but I've been attacking with my leader's army (and the other clan chiefs with their armies, but mine's biggest and so should be leading) and don't get the option for how to handle the settlement after.

Are they integrated? Levies pull from integrated cultures, by that i mean their culture class is atleast citizen.

There is only one culture in my entire state. There are no other cultures to integrate yet.

Don't know the ratio but my capital province in egypt right now is mostly integrated, with 1600 pops, granted it's focusing mostly on nobles but it can field 92 military units by itself.

It is based on population but as a percentage, look at your levy percentage to see how much but it starts at around 7%. This means it takes quite a while before 7% of your pops is more than the minimum of four. Honestly the easiest way to increase your pop, and levy, count as future Hibernia is to consolidate your population and colonize the island once you can get 8 pops in a province since each one brings in 2 additional pops. Fully controlled and colonized Hibernia can field 6-8 thousand troops. This of course costs a lot of gold moving pops around.

It's 4 levies minimum, and dependig on you tech and other stuff 7-10% (12%) of pop if you conquer all of Irland there are only about 50 pops so you stay at your 4 levies. I am in the same game just a century later with 5 cities in Irland and a nice Pop and with a legion of 24 cohorts. You should relay in the begin on mercenaries or allies.
