How to insert treasures into a holy site?

It is a simple question but I have tried dragging from my reliquary list to the free slot, searching outside the religion menu section in the map, nothing... I can extract a treasure already placed from a holy site, but I cannot insert any of my 10+ treasures in them.

Don't drag, click on the free slot and menu will open
It is weird though, once had 3 free reliquaries and clicking on the slot showed I have no available. When I obtained a fourth one, suddenly all four were available to place ( same slot, same deity )

It seems like it's partially bugged or something.

Ok, at least it worked at some point for someone. Yes, I clicked on the free slot of all my holy sites without result, I'll wait to receive more relics to see if the bug unbuggs.

Ok, now that I have created a new holy site for Zeus (in my pantheon) in my capital, I can clearly click on a free slot and fill it with a treasure/relic. Does that mean that the holy sites I have in my nation but that are not in my pantheon cannot receive more relics, but I can take existing relics in them out for a 1 aggressive expansion modifier? I thought I could fill them too, at least that is what the old 1.5 guide said, maybe they changed it for 2.0.
