In any case it could have it's own personal body guard that he only can manage with a maximum number of cohorts. And this you get after researching something that gives him this power. Specially It should be more difficult to get it in a Republic were it won't be really a good idea that legion's cohort were loyal to a consul and not to the next one.
I like this idea a lot--seems like a good compromise between having to raise your entire capital region levy just to have your ruler as a general and sack a city, vs having your ruler in command of a legion all the time like any ol' legate.
But speaking of fixing legions, I wish they'd tweak the legate/tribune interface to make it a bit more intuitive: it can be confusing with the way the assignments are split between the legion window and the cohort window. I'm a big fan of the levy/legion system in general but it could stand to use jussst a little QOL improvement.
Having to go the military menu to disband levies then having to go to the outliner to figure out why some didn't disband is just bad UI and UX.
