Still working through the game. (Just figured out how to upgrade to City and Metropolis, for instance...)

I've invaded my neighbors, and so many were carted off as slaves that the populations are 5 or below.

I thought that armies could be settled into colonies, but that apparently is only available for a few military traditions.

Second question. The western side of Corsica has low-pop unclaimed territories. How do I claim them? Do I have to form border forts, claim the territory, remove the border fort, and rebuild it in the next territory? (That's what my Google-fu came up with. My Google-fu is not strong...)

You must for starters have atleast nine slave pop of YOUR INTEGRATED CULTURE next beside the territory you want to push the button on to make settlement.
This is not easy if unsettleted on a remote place like northrrn aftica or Corsica if plying Rome.
