Achievement: "Tribal Assembly"

Hi,
I started a game (with Ironman of course) with Icenia, a British tribe, and founded Pritania when it was possible. Some gaming hours later, I could enact the decision to become a republic. Unfortunately, nothing happened concerning the achievement. Why?
If it was a mistake to found Pritania and that the achievement can only be succeeded with the "start" tribe, Icenia in my case, well, then I think that this condition is ridiculous.

>2 years later, but I had this same issue and searched the forum for an answer, and figured it out -- you must "Save" game after you have made the decision to become a Republic after being a Tribe, and then either Resume game, or exit and Restart the game, and then check Achievements, and Steam will award it to you (but Mods can deny Achievements, as reminder).

I'm posting this in case anyone else does a search for this same topic.

you must open achievements, wait a month, and open achievements again. it will fire.

As the other two people mentioned, to get them to fire you have to do some weird stuff which I don't understand why it happens since they have so many other games like this and none of them have this issue but they way I do it is just ESC and open the achievements tab once, close it and open it again and I get the achievement
