How to increase max civilization level?
I want to create a republic with my Iberic Vasconian tribe and I need to have my capital at 50 civilization, but it's max is at 43.

I have 100% civilization level. The Rights of Man law enacted. I've researched all technologies currently available. Got the State Religion idea.

I cannot get gemstones.

How can I get the next 7 points of civilization?

The most reliably way would be to rush oratory advances and get glass and marble. Iberia has a few of both resources so if you get surplusses, pump them into your capital.

10% base
15% Federated
10% Centralization
5% State Religion
5% Tribal Law
5%~20% Center of Civilization when you become Federated
