How to increase max civilization level?

I want to create a republic with my Iberic Vasconian tribe and I need to have my capital at 50 civilization, but it's max is at 43.

I have 100% civilization level. The Rights of Man law enacted. I've researched all technologies currently available. Got the State Religion idea.

I cannot get gemstones.

How can I get the next 7 points of civilization?

There's a button that's easy to miss on the province screen when you select a territory in a province, down towards the bottom left right below the word "Domestic". It looks like a broken column and stone block and is called "Coordinate Urban Development". That will increase the territory civilization value by 1% for a cost of PI, and is usable as long as the territory is below 60%.

Takes 2 years. So you can reach 50% in 14 years for 175 PI. Probably a little less when you factor in the base civilization level growth.

If you're already at your maximum civilization threshold, the only other option you have is through technology, as each level of the Oratory tech increases the max threshold by 2%.

Oh, I guess there is the State Religion national idea which boost max civ by 5%. You could always take that regardless of whether you have a religious slot or not and forgo the secondary government bonus if you don't.

The most reliably way would be to rush oratory advances and get glass and marble. Iberia has a few of both resources so if you get surplusses, pump them into your capital.
