this is one of my biggest annoyances, especially if i go a small nation, i cannot expand, because all other small nations around me have two allies, and are in a defensive league with usually 5+ other nations, which means i'd get steamrolled before i can expand.
It's the button on the top right of an army screen, right next to the one that sets your tactic. It's toggles between Attachment Allowed/Not Allowed. If it's on, friendly units can choose to attach to that unit.
However, as I said, it's completely unreliable. I wouldn't say it usually works, I'd say allies more often than not ignore it.
That's the downside of starting as a tiny nation. You have to wait until other tiny nations are exposed and vulnerable, and eat them when you can until you're large enough to take on bigger fish. So you spend a lot of time just waiting around doing nothing, which then reveals how little else there is to do in the game.
