How do you activate console commands?

Open the game in debug mode

Type -debugmode in the launch options, in the property menu in Steam.

Go to your Steam Library and right-click Imperator and select "Properties", there in the "General" tab you'll see a "Set Launch Options". Click that and add without quotes "-debug_mode"

Then start the game like normal

Yeah, I must agree it's quite incredibly annoying.
I believe there's a mod or two that gets rid of the debug_mode purple tooltips.
