Roman Empire?
How do you form it? Do you need a certain amount of settlements or need to be a dictator or what? Im not finding anything.

In the decisions tab at the top you have Imperial Ambition or something like that. I think you must have at least 500 settlements to enable the decision.

600+ actually.

1st you should change government to dictatorship. Then there'll be only one choice in decision tab: imperial ambition. You need 600+ territories and popular (80-90) ruler.
