Should the person with the best PC host? Assuming everyone's internet is equal.

That is like asking 'Should we take the largest car when we all go to the movies'. Only if you want to be comfortable and have an enjoyable experience...

If you're asking in terms of deciding who among your friends should host... It couldn't hurt. I'm not positive how Paradox hosting works mechanically, but I know many games load from the host, meaning a faster processor on the host's side can mean a smoother game.

If that person owns all DLCs to share with the rest, then yes! Me and my friends always play Paradox games online, and the one with the most DLCs always host so we can all play with the DLCs

I was wondering if it makes a big differense, we all have higher end PC's but mine is really good and was wondering if it makes a big difference

I can't be sure, but like I said, it can't hurt at the very least. You might wanna try a few games for ten minutes or so each, taking turns hosting, to see if there are any big changes. Then decide who hosts the real game.
