Hmm... Since you mentioned standard in Paradox games... Are small factions usually well flashed out or are they just basically same thing over and over with different names?

Well, the various government types will play quite differently... particularly migratory tribes, I suppose, but for instance keeping track of your leader's dynasty will obbiously be much more important in monarchies than in republics, for instance...
