What do you mean by "release nations?"
You can release vassals from your control, if for example you wanted to invade them instead.
You can release yourself from alliances and the like.
All of this is done through the diplomacy screen.
EDIT: How do I release controlled/owned areas as their own nations?
As far as i know ... you don't before the Pompeii patch comes.
There's a... creative way to do it. If you're in a war with a third party nation, you can try offering surrender with the release of one of these nations as your terms of surrender. You can also release clans as their own nation as a tribal government, but I'm not positive what that ends up looking like map-wise. Other than that, I don't think there's a way.
Caveat: I haven't tried this - I just noticed that the option was there on the menus.
