Maximum tech levek

I'm about a hundred years into a spartan game and I've managed to get to around 18 tech level (as well as a 150 years ahead of time penalty) for nearly all four of the technologies but I'm just curious, how high does the tech level go?

infinite but at level 20 it basically worthless as you don't get any more of the bonus ♥♥♥♥, whatever they're called.

so for example if i got religious advances from 20 to 21 i wouldn't get the additional 2.5% omen power?

I would expect inventions to be limited, since those are not generic. And the technology level to continue granting bonuses, else citizens would become absolutely useless.

I thought citizens generate commerce which generates monthly income.

you still get the basic bonus from each new level but there are no new inventions after you hit level 20
