Yes, but that is only the first step. After doing that your going to have a bunch of people in prison, you can then send them into gladitorial games against each other to increase your popularity. For stability your just going to have to use power to boost it up.
If your trying to make Rome a dictatorship then your going to need to prepare for it. Do all this while the game is paused so that you don't suffer from any unrest that is going to happen.

In the end I simply tried everything available to me involving smearing reputations, high popularity, every populist had a job, the law that increased populist support, making sure the other political leaders weren't charismatic.
I still want to be a Rex though and not a dictator, one day...
