you can lower it in the religious menue by using religious points. In the upper left are two buttons. One lets you raise your stability and the other one lower your war exhaustion.

You also get options to research technology that will decrease war exhaustion and unrest as well as loyalty for just about all your characters

With your Zeal points you can reduce it in droves
