It should be included in the base game, for ANY game. We should accept no less than this. It's time to stop letting cash hungry video game publishers rip us off
Apologies, I didn't mean to say that you use FMOD Studio to extract them - I used a tool called "FMOD Bank Tools", linked by a user named "xyloz" in the linked forum thread below.

I only get a music.txt empty file when I extract from music.bank.
Did you manage to extract the wav files?
Yeah, I did - I also managed to rebuild the music.bank with my own audio (hence how I was able to make my "Music Mod - Total War: ROME II Soundtrack" mod).
Basically, wherever you unpack the FMOD Bank Tools, you must put whatever bank file you want into the "bank" folder. Once that's done, you double click on the FMOD Bank Tools exe which will then open up a small window where you have the choice to either "Extract" or "Rebuild" - choose Extract. It will then extract whatever is inside the bank file into the "wav" folder in a new folder with the name of whatever bank file you're extracting from.

Lol, you do realize that that is just for listening to the music outside of the game, right? Its in the game, the soundtrack dlc is just for listening outside of the game, every other paradox title does this too, but usually its in the deluxe edition.
Plenty of games sell their soundtracks for listening to outside of the game.
All our games have an OST DLC. It's just the in-game music in a format that you can use in music players.
There is a bug at the moment though that is causing some tracks to repeat more frequently than they should, making it seem like there isn't much music in the game, we're working on a fix.
