Cannot assign Governor?
Playing as Epirus, Pyrrhus' first born is obsessed with becoming a governor. I have several provinces and I seem to remember assigning a governor in a previous game. For some reason this time I cannot change any province governor?

What happens when you try to assign the governor, next to their portrait when the province is selected? Does clicking the button do nothing? It should pop up a list of governors to choose from. If you can't click it, is there a tooltip providing any information?

it does not say anything but "cannot assign governor in capital province" it says this for all the provinces though.

For the capital province, you can't change the governor - it defaults to your faction leader I believe. Also, make sure you are looking at actual other "provinces," as opposed to smaller regions. It gets confusing because governors can span multiple sections as far as things like unrest and policies are concerned, but it's still just one "province." It's possible that your multiple regions are just your starting province. Try the province view map mode and double check.

Hmm, I will have to look again, but four provinces Eripus, Aeotlia, Laconia, and Achaea. Just seems bugged cannot find any other information in tool tips.

Yeah, my bad. Governors are region-wide, while provinces let you view things like unrest and such.

That tooltip should really say capital region not capital province since governors are based on the region map mode not province map mode. Oh how that slipped past the devs.

Yeah, governors are region-wide. Regions are "huge," and sometimes you might have a new "region" if you take a single city within it, which will give you a new governor of...a single city. I sometimes try to plan my expansions partly around regions because of this, because it means you need fewer governors in positions of authority for the amount of benefit you get from them.

It confused me at first because I would use the "unrest" view a lot, which shows you unrest on a province by province basis. With the size of zones going city < province < region, figuring out what is based on what can be a bit annoying going into this game. But not all that bad once you figure it out.
