nope it's any faction. WE gets high, civil war happens then you end up with even more WE and a year later another civil war. you get zero chance to reduce WE
well it seems to be worken as intended then, don't get such a high WE next time.
with the insane attrition in this game it's kinda hard not to. you only need to get high enough to spark a single civil war and it's all over from there
I dont seem to have a problem as sparta conquering alot. So i dont know what to tell you. Didnt even need to spend mana on lowering WE.
Do NOT conquer outside of your own culture group in the early game unless you are already relatively big and are only taking a nibble. If you have 1k pops and add 250 through one war, you will get a big rebellion.
