You don't have to border a Republic, but that speeds it up. You can just read the requirements in the decisions tab.
You obviously need to stay alive for I would say 50-70 years to get this done, and is easiest if you grow large. You need 50 civ value in the capital, you can use slaves and build marketplaces, or get tech going once you are stable enough, or just right off the bat which might be quicker. You need to enact the law that it tells you to, believe it is the last of the 3rd to last set of laws (going right to left down) and either border a republic, which you can do quickly by selling a province to one and easily taking it back later, or reach tech 6 in all techs I believe it was.
Other then that, a good tip is to choose someone who can quickly form a nation because that gives some free civ value to your capital.
You just need the tech, laws and civilization level
