Report a translation problem
It should go down slowly if you are at peace, and not suffering any attrition. Some techs/military abilities also lower it. Hover over the arrow next to where it says how many war exhaustion you have, it should tell you what is causing it to go up or down, if any.
So again: I would make a post about it as a bug in the paradox forums.
Does this happen to all your games of I:R? And are you using any mods?
Maybe that is part of the reason why your war exhaustion won't go down? Do you have a highly corrupt ruler, or very high levels of aggressive expansion? (or anything else that is causing your reduce exhaustion cost 150, instead of 100 military power?)
