War exhaustion won't go down.
Other than spending 150 Military power. Why won't it recede naturally? What am I missing?

Are you at peace?
It should go down slowly if you are at peace, and not suffering any attrition. Some techs/military abilities also lower it. Hover over the arrow next to where it says how many war exhaustion you have, it should tell you what is causing it to go up or down, if any.

It is pointing sideways with nothing making it go up or down, so I am confused...

If you are at peace, hovering over that sideways arrow should at least tell you -.10 (or something) per month for being at peace. It might get cancelled out if you are having attrition, but it should say: "-X and +Y" it should not say absolutely nothing.
So again: I would make a post about it as a bug in the paradox forums.
Does this happen to all your games of I:R? And are you using any mods?

Devotio should cost you 100 military power, not 150 as you say.
Maybe that is part of the reason why your war exhaustion won't go down? Do you have a highly corrupt ruler, or very high levels of aggressive expansion? (or anything else that is causing your reduce exhaustion cost 150, instead of 100 military power?)

It costs me 105, I mistyped. I am using no mods. I am playing on a Mac, if that makes a difference. This is the first game I have had this experience, but this is also the first game I have played since the new patch.

Alright. I would start a new game and see if it happens there as well. If so: make a bug report.

What does the hover help say? I'm getting war exhaustion declines with a Mac on the latest patch.

I know using the diplomacy map filter that I've seen nations with war allies but no enemies. You might want to use it to check if your in the same state. It's possible to defeat a nation but not all it's armies, maybe enemy troops on the map somewhere are blocking your war exhaustion from going down.
