You should get the Populist at 50 to start with can do that with pumping support party, then be friends with the populist leader that gives them support make sure each of your archons are friends with the populist leader so they continue getting that buff. And also another good way should be when you have a war and if the populist leader is archon make him dictator that should give another boost. If they have enough popularity you may not even need it because there is a chance they won't give it back, elections are still held as dictatorship is just extra power so they will lose power and someone else will be given dictator.

You need a populist party leader with a really high oratory skill ( at least 8) while the other party leader should be below 3 oratory power. It is hard to pull of, you need to wait for the right moment.
