Releasing nations
How do I release nations? Do they get to be my vassal?

As in break them from an enemy in a peace treaty?
If you mean what I think you mean, breaking them from your own nation, I don't think there is a way to do it yet. I'd be very happy to be proven wrong though.

I can make my enemy who I defeat in a war release a nation by force but there's no option for the player to release nations yet, future patch or dlc no doubt. It should really be in the base game along with moving your capital, I believe capital moving is in the upcoming Pompey patch in June.

I hope not, but sometimes Paradox lock features behind dlc, if they offer moving your capital for free in a patch they surely should offer release of nations in a future patch, if not it will be dlc.

There is an option for tribal nations to give a province to a disloyal clan leader as a tributary (low grade of vassal; they have restrictions but can ignore your war requests). But you can't do it just because you want to and I think the game picks what gets split off.
