Report a translation problem
You have to move the pops to a city bordering the next province. From that city you have to move the pop again to the other province on a bordering city. And at last you have to move the pop from that bordercity to the city where you actually want it.
For every further province you have to move it at least two times more.
... and of course you have to pay the whole power cost everytime you move it. So have fun moveing one citizen from rome to gaul, you won't be doing anything else for the next 10 ingame years.
