Move pops to a different province.
Is this possible? The capital city maxes out and I know you can move them to other cities in that province easy enough - but can you move them to another province?

yes, you can. but the city has to border the city in the other province. just testet it :)

You can move pops from any city to any other city that it borders or shares a sea zone with.
