Settlements vs cities?
Whats the pros and cons of each? I get settlements produce but isnt a city better overall?

It seems to me that cities are superior, give more control over their output - the exception might be for tribal factions with a tribesmen focus?

I think the best thing about settlements is you now don't have to micro 150+ cities... can't help but feel that most city / settlement interaction should actually occur at the province level. What is the point of a governor if I have to micro each pop in each city - I should be able to tell him "hey I need manpower" and he works towards that, seems more realistic, and would place greater emphasis on picking good governors.

From what I've been able to tell, settlements are useful to spread out population; have wider production in your provinces. You certainly want cities, but having nothing but cities is expensive as ♥♥♥♥, and likely counter productive. To me it seems settlements have more raw production.
