Primary Culture Happiness?
Just wondering what affects it and how to increase it since tyranny is affected by -7% PCH

If you have researched religious tech (also known as "religious advances") to level 6, you can adopt a national idea called "Tolerance of Pagans" which increase PCH by 15%.

Stability under 50 also has a general negative effect on happiness (but there is no happiness bonus from being above 50).
