If you have researched religious tech (also known as "religious advances") to level 6, you can adopt a national idea called "Tolerance of Pagans" which increase PCH by 15%.
(If your government do not have religious ideas as a idea slots, you might want to change your government into one, to retain the matching ideas bonus).
Some religious inventions (at lvl 1, 4, 15 and 19) each increase PCH by 2.5%.
Having below 50 popularity also decrease PCH, so if it's under 50, try to boost popularity to offset the PCH penalty.
If you're a monarchy, you can use a government interaction called "Patronize the Arts", by spending 300 Civic power which (in addition to granting some civilization gain) grant 5% PCH for 5 years
Stability under 50 also has a general negative effect on happiness (but there is no happiness bonus from being above 50).
