Of course not, silly.
The thing closest to Mana now is more like an abstract well of leverage that your national leader has at their disposal. In tribes it can be used to settle problems without negative impacts, or it can be conserved to change laws with less resistance, or a hundred other uses.
Yes there is a pool of a singular resource but it's a singular resource that is generated through the skill and loyalty the government has toward their nation and leader.
Yeah it sounds like a positive step, I'm a big fan of CK2 and used to how gold, prestige etc are accumulated, wasn't so much a fan of political power in HOI4 though but at least this mana system is being worked on!
I'm quite mixed about that mechanic but I think it's great that having a good cabinet and ruling well gives you more to play with in terms of settling domestic issues and of course rewards those who govern well. I hope it isn't like the political power system in hoi4 though.
