2: Salvo has two firing mechanics, the stockpile and a secondary gun. The stockpile is only modified by firerate. The secondary gun will fire rapidly when the fire button is held, its primarily modified by burst x projectile count. If you stack a ton of extra missiles, the secondary gun will eventually fire more missiles than the stockpile will. Its a confusing weapon that TLDRs to: If you hold fire then yes projectile count is great but it does nothing for the stockpile.
Note: I have no idea what the beta changes so if you're on beta throw out everything I just said.
Edit: Beta = Stockpile (fill rate * rate of fire * projectiles)
+ projectiles * burst (modified by rate of fire)
