It raises the unique stats a body gear has, right? But what if my body reduces damage or rate of fire, will EN make it reduce even more or will it improve it?

Evo Niche will reduce any unique maluses, the exact same % it increases any bonuses. Evo Niche will never directly harm you, beyond adding occurrences of The Void to the mod pool. Note, however, that this will NOT change basic gear stats (HP, for example), just unique powers.
