An Old Problem, Same Old Solutions (Eve Stuck "Running" In Steam)
It's an older code(ng problem) sir, but it checks out.
I'm sure many of you have had this issue, it's probably why you're reading this.
You finish up, exit out of Eve, and close the launcher.
But Steam is convinced you didn't do any of that.
And now you can't boot Eve up.
You hit "stop" and it just endlessly tries to "stop" Eve.
You go to the task manager, and shocker, Eve isn't in the process tree, or details tab, or anywhere to be found. Nothing recognizable as related to Eve seems to be running.

Now, I have yet to try an idea I had as I started writing this. Close the launcher before I close Eve proper. But that's assuming the launcher is the hangup in the whole mess.

Provided that doesn't work, here is the only solution I've found that doesn't involve restarting your computer.

Go to task manager, go down to the root Steam process, and end Steam. You can't just end the webhelper in the "apps" list section, you have to go through the processes, find the root process [Steam (32bit)] that sits atop all the webhelper processes, and end Steam so that it fully closes out. Otherwise, it just does a soft reboot.

Some of you may have been lucky and Eve is stuck somewhere in task manager. I'm not talking about that problem. This is an issue with Steam itself not recognizing Eve as closed out even though, in reality, your computer has, in fact, ended the program.

I imagine, as some have suggested, this may be related to the overlay. I don't know. I do know the overlay has been, for a couple of days now, iffy in certain games, not being available in a game I know I've used it in before. So maybe there was a recent update that included a tweak to the overlay and now something about that is causing Steam's client to be dumb and not know when Eve is no longer running, thereby not allowing you to stop it through Steam, nor start another instance of it.

Hope this helps. Hopefully someone who knows something about why this is happening notices this and gets whoever to tweak whatever so that Steam, in relation to Eve, goes back to functioning as it was as recently as yesterday.

Just tried the "fix" I thought of.
Launched Eve launcher, launched client, closed launcher.
When I was finished and exited the client, Eve stopped running in Steam.
Whatever the bug is, it's connected to the launcher and how Steam treats it.

Great find! I just started EVE, and noticed this same oddity in Steam.

Was figuring out this connection as well, then decided to see if it was a KNOWN issue. And, you dun'KNOWN it. =)
