FPS Limit

So let me start of with i'm fully aware of the interval one/intermediate will affect the target FPS. however. being able to select 144fps or 400-however much my GPU can muster isn't exactly what i'm looking for.

i'm looking for the ability to limit my fps more in the 30-60fps range. is there such an ability in the game? and if not. could something like foreground & background fps limit sliders common in games with adequate graphic settings be a reality in the future?

You can do this at the driver level by using special software. For example, I use NVIDIA Inspector to frame-limit my older GPU based on a thermal limit (but there is an option to limit by FPS as well). Do some digging to see what's available for your hardware generation.
