Key to this is: I named my steam account steamtest1 from my previous comment.
When I bought the plex it said it would be delivered to the account named examplename, my steam username. Yet, it didn't it delivered it to steamtest1 (although it hasn't shown up yet as redeemable, I will give it a couple hours I just went and did this).
I am honestly impressed at how poorly this was managed. It is not like valve to have such an issue managing data, they are really much better than this usually at managing purchases
The Steam support system is so bad. The actual techs are fine, but it's bad on a systematic level. Just...ugh.

If CCP doesn't read the ticket soon, open another one with the reference number, and keep doing that until they respond. Seems some tickets get lost in the mix, and seems those are ones where money is involved.
