Interval Presentation [FPS] Settings Not functioning {Resolved}

Since one of the last updates I have had a spike in GPU usage and only now I open my FPS monitor to find it running at 500fps; it used to run at a normal rate.

As I understand it the game looks to your monitor for a refresh rate and tries to match it [interval 1 means 1x the limit ect.], I am using a 60hz maximum monitor and it ignores any option I choose. It seems to act as immediate [without limits]. Already sent a support ticket and other games are just fine.

Any ideas what I should check to be sure its not just me? I checked my Nvidia Control panel and it recognises my HDMI cable and knows its a 60hz limit or should I just wait patiently?

Alt tabbing out the game somehow messes with the FPS limits for me now regardless of having nothing in the background.
